The Expert Panel on Atmospheric Measurement of Fugitive Methane Emissions in Australian will examine the use of top-down approaches for estimating fugitive methane emissions from coal, oil and gas sector activities. The Panel will provide evidence-based advice to government on the following issues:
• the current scientific understanding of top-down approaches, and their application and availability in Australia;
• the role top-down approaches could play in the NGER scheme, and the Accounts more broadly, including whether they could enhance NGER scheme emission estimation methods; and
• the improvements in scientific understanding, technology, and Australian capability that are needed to enable optimal use of top-down approaches into the future in the NGER scheme and/or the Accounts more broadly.
